Healthcare workers how to provide the recommended package of health services in a non-judgmental, supportive, responsive, and respectful manner. harm reduction seeks to restore basic human dignity to dealing with the disease of addiction.
Harms Reduction
Conduct continuous sensitization of the community on drug use and prevention though various forums through community dialogues and media
Tap into the government community health strategy to support the creation of awareness on drug and substance abuse
Provide effective education to KPs regarding harm reduction practices associated with routes of use, substances used, overdose prevention and social use practices.
Conduct periodic health and rights-focused trainings for law enforcers to sensitize them on health issues and harm reduction
Provide training to police, drug enforcement authorities as well as the KPs themselves in understanding their rights and identifying and reporting human rights violations
Conduct regular screening, treatment and referrals for various diseases such as TB, abscess, STIs
Conduct cervical cancer screening for FSWs and female PWID and facilitate referrals for suspicious cases
Facilitate Needle and Syringe distribution to PWIDs through partnerships and collaboration
Follow up on methadone clients, take methadone from the clinic and take to prison and hospitalized clients- facilitate access for MAT
Decentralization of services to all the sub-counties i.e Kinango, Lunga Lunga, Matuga (satellite facilities)
Integration of drug abuse prevention initiatives in learning institutions
Training of peer counsellor/educators on drug and substance abuse in identified schools
Kenya Harms Reduction policy-review, adoption and implementation at county level- Advocate for development adoption and implementation of KHR policy.
Rehabilitation and Reintegration
Conduct continuous sensitization of the community on drug use, prevention rehabilitation and reintegration though various community fora and media
Conduct targeted sensitization with various stakeholders such as law enforcers, community gate keepers, school stakeholders on pertinent KP issues
Conduct at least 5 family therapy sessions to entrench family support and follow ups for completion
Hold dialogues and partner with the Department of Gender Youth and Sports and other key stakeholders to support rehabilitation and re-integration process through art and sport, Kazi Kwa Vijana
Engage with the county government to facilitate free rehabilitation-
Collaborate with the County Government to assess and increase capacity at the Kombani facility
Benchmarking for rehabilitation from established facilities- even in other counties, MAT clinic
Promote rehabilitation and reintegration through consistent participation in various county and sub-county committees such as the Court user committee and Area advisory committee
HIV Prevention and Control
Information, education and communication materials on HIV prevention, testing, active treatment and follow up
Distribute an adequate condoms and lubricants and other commodities to meet the individual needs of FSW/MSW/PWUD
Sensitize the KPs and the wider community on HIV prevention and control by providing clear and accurate information about PEP and PrEP
Provide Treatment for STIs as incentive to retain client on treatment and PrEP.
Facilitate PrEP initiations and refills for all at risk KPs
Equip the FWS and MSW with condom negotiation skills
Psychosocial Support and Mental Wellness
Conduct regular psychological assessment for all KP clients
Organize periodic stress and trauma healing sessions to the KP clients
Provide periodic debriefing sessions with various service providers such as law enforcers and health care providers
Facilitate linkages and referral for mental health treatment and management to all clients who need further support
Provide psychosocial support to KPs including individual and group counselling sessions
Support the formation of Psychosocial support groups for and by the key population members- NA, AA, KPLHIV
Conduct sensitization of the community on mental health issues – signs, prevention and management
Strengthen Drop In Centers
Develop and disseminate the service charter to the KPs and the wider community various media
Develop and approve standard operating procedures to guide and standardize practice in the TWC DiCEs
Expand and incorporate/comprehensive services such as laboratory and outpatient services to general population
Run a mobile wellness facility for service delivery-
Economic Empowerment
Trainings for reforming beneficiaries on financial bookkeeping, management, marketing strategies, entrepreneurship
Provide startups/seed capital- use criteria, follow up, field trips- lack of documentation
Technical support such as provision of Carpentry tools, masonry tools, TWC monitors the progress
Training on IGAs, brick making, soap making, formation of self-help group for merry go round table banking or a hybrid (peer educators who are beneficiaries have 2, tailoring, Soap making, mat making, secondhand clothing, hawkers- mali mali, farmers selling onions and tomatoes, eggs and muguka sellers, TWC has catering initiative (vijana wa huduma kwa jamii- nutritional support to KPs donor supported- social enterprises)- selling food, selling sodas. VWHKJ also sell mats. They get targets after the training like everyone else
Advocacy and Rights Promotion
key population community understand that violence is not an acceptable norm, and that they deserve protection from violence as a matter of human and civil rights. Identify, design, and implement strategies for violence prevention with the key population community and with power-holders. The proposed interventions are premised on the basis that wherever possible, the existing mechanisms in the community might serve as a basis for organizing more formal responses to violence.
Violence Prevention and Mitigation
Assess, document and share the frequency, types, and perpetrators of violence in talks with KP members, and whether they have found ways to prevent violence
Engage with key stakeholders to explain the program and solicit support for violence prevention and response
Educate the police and others involved in the law enforcement and judicial system on the rights of KP, the nature of the violence against key populations and how to respond appropriately.
Offer recognition and appreciation to police officers and other power-holders who make a positive contribution to the well-being of the key population community.
Continue to build public acceptance and support for violence prevention against KPs by working with the media, networking with other groups, venue owners, police sensitization, and ongoing advocacy with the government.
Provide legal aid to KPs/peers experiencing violation
Develop an inventory of services available for the legal aid support systems- refer the identified cases to the right support providers
Strengthen the capacity of existing paralegals and community champions to effectively support the KP clients upon need
Sensitize KPs of legal requirements, justice processes and individual responsibilities
Engage and collaborate with relevant governmental institutions such as police, judiciary and probation departments on KP issues including legal rights, protection and support
ADR and alternative sentencing
Identify and strengthen a reporting and follow up mechanisms for KPs/peers experiencing violation- communication and reporting systems
Establishment of hotline numbers – 2 phones
Establishment of a directory of contacts
Amplification of KP Voice
Build a critical mass of KP members to champion and advance their voice for mutual respect, dignity and rights
Train KP members on advocacy including articulation of their needs, violations, value and other issues that regards their well-being as community members
Involve of KP members as trainers or co-facilitators to ensure that issues are communicated accurately and that KP members are seen as actively involved in addressing violence.
Organize a panel of key population members to share their experiences during strategic engagements with various stakeholders and influencers
Support KP members to become involved in relevant events, committees and organizations at regional and national levels to advocate for KP concerns
Develop and submit of petitions on relevant KPs issues of concern
Train and support KPs on the development and submission of petitions on relevant issues of concern to their wellbeing
Participate and contribute to the development and submission of shadow reports that highlights relevant issues
Work with Kenya National Human Rights Commission to document, track, and respond to cases of violence.
